Need help with OA

(B) as an integral part of the criminal justice system and they question if
(C) as being an integral part of the criminal justice system and question whether
(D) an integral part of the criminal justice system and question whether
(E) are an integral part of the criminal justice system, and they question whether

OA d
Can anyone please explain me the OA. I was thinking B :(

hey,

consider ...as.... this is not the correct idiom...

consider ...to be..is also wrong

therefore...you are left with D and E...

between D and E...D clearly wins...E uses they...

There are two problems with B. 1) The usage of they. We don't know what they refers to here. Does they refer to critics or facilities? It's not clear, therefore it's wrong.
2) The usage of if. We should use weather on statements like this. It depends on whether (not if)... or I question whether (not if). Use "if" in the conditionals. For example, If I were president I would create better policies. Or if it rains tomorrow, I will stay at home.

We can eliminate A and B because of if
We can eliminate C because of being
We can eliminate e because of they.

So we are only left with D, which is correct.
