I would go for [spoiler]'E'[/spoiler], since we need to keep all in simple past tense form, so 'would' be used instead 'will'.

Guys...

Believe gels well with "will" as it says with higher degree of certainity & would has some probability!!

if we compare will Vs would..will has higher degree of certainity ..right??

gmatmachoman, Appreciate your concerns!
but note one thing, higher degree of certainty & probability, all refers to 'future' course of actions..

i.e if you say, 'I will do', this could be written as 'I would do' if there is some probability in future, but reverse is not true in case of past tense.. hope this helps.

IMO E.

I chose E because, belief cannot be certain and hence would is better then will.

yes you are true and for the same reason D is wrng........believe is an hypothetical condition and is therefore suited with would an hypothetical verb.....of less degree of certainity.....therefore E is correct

the s/c is constructed in a very awkard form
we need some conjuction before frances and change the part of s/c after was.....

prinit's got it. When discussing the future, would is less certain than will. However, you can never use "will" to refer to events in the past, and that is what the original sentence is doing. The timeline looks like this:


|Past| ------------Founded the society-------believed it would empty poorhouses------|NOW|--------------|Future|

Frances was making a prediction for her future--but it's in our past. For that reason, 'would' is correct and (E) is the only possible choice.
