B is the correct choice since:

1. not only.... but also should maintain parallelism -> not only on... but also on...
2. tied to the prime and the interest rate applies to "small and medium sized businesses" and "consumer loans.... equity loans" and hence these should be placed before not only idiom

Hence choice B is correct - tied to the prime are the interest rates not only on most loans to small and medium-sized businesses, but also on ..
