Experts help please

Is it true that two subjects joined by AND are always plural? Or are there possible exceptions to this rule? If so can some one please explain the exception and its usage.

There is a thread ,created by me , that also has a post by Ron who speaks about plural subjects and singular subjects joined by and

"And" can be in a singular subject when that subject is considered a single thing (rock and roll, macaroni and cheese) or when it is part of the title of something (like a book or movie).
