perpetuating is required to maintain parallelism with and ensuring.

out of B ,C,and D

being is not correct and careful is a new word careful isrequired hence not D.

first of all......will someone pl. help me in understanding what excatly does this sentence trying to convey?

I am not able to comprehend the meaning......

Under the b) is correct answer, I just want to support you to make it easier to understand the meaning of sentence.

Some have said that Portland, Oregon is the closest example we have / to an actualized ecotopia,

mindful as it is of perpetuating / sustainable, "green" practices / and ensuring the ecological well-being of both the city and its inhabitants

Some have said Portland is the closest example to an actualized ecotopia, (and they are) mindful (as it is = now)
of perpetuating sustainable and green pratices and ensuring ~.

The sentence I made might make you feel more embarrassing, but that is the way how I understand the sentence.
