I underestood that why other choices are wrong
I am wondering why the comma comes after'and'... it seems a bit awkward

Comma after AND is acceptable. 'Using' is being used as a present participle modifier that modifies executives - subject of the previous clause.

Other choices are plain wrong/awkward
Success = Max(Hardwork) + Min(Luck)
