The proposed urban development zones do not represent a new principle; it was employed in “Operation Bootstrap” in Puerto Rico.
(A) do not represent a new principle; it
(B) represent not a new principle, but one that
(C) are not a new principle; the same one
(D) are not a new principle, but one that
(E) are not new in principle; it



I chose A please let me know whats the answer

I believe the ans is D here.

Choice B lacks an auxiliary verb
Choic C usage is wrong "are not a new principle; the same one"
Choice E changes the meaning

Between A and D i chose D.
I think in A in place of "it" , which could have been used.

D is incorrect as it incorrectly compares 'The proposed urban development zones' to 'a new principle'.
In my opinion B is the answer as it correctly uses 'not x but y' and also correctly compares two principles.

zones = principle
C,D,E --> clearly out.

between A and B.

B looks good.

proposed zones represent not X ( new principle) , but Y ( one <principle> that employed in ..)

Not X But Ycorrect idiom.

This is a tough one, but I believe that, in answer choice A, "it" represents the new principle, but it makes little sense to suggest that the new principle was employed earlier. If "it" is not referring to the new principle, then it must refer to the zones, in which case the correct pronoun would be "they."
