Irrelevant, its no tthe citizens who were supposed to pay for this
(B) Private aircraft owners were unwilling to pay the user fees charged at the airport.
There would not have been the expectations in the first place then
(C) The airport’s construction was financed exclusively by private funds.

Correct, the expenses were higher than other sources, if it were not they would not have had to rely on the user fees anyway.
