It's E. the key phrase indicating that the inflation in the Us and the other European countries was different from inflation elsewhere is "by these countries' standards" - indicating that the same inflation would be considered not as high in other places. The main thing here is elimination: none of the other answer choices are mentioned in the passage as true for the 1980s inflaiton but not for other inflations.
