Since 1986, when the Department of Labor began to allow investment officers' fees to be based on how the funds they manage perform, several corporations began paying their investment advisers a small basic fee, with a contract promising higher fees if the managers perform well.
(A) investment officers' fees to be based on how the funds they manage perform, several corporations
began
(B) investment officers' fees to be based on the performance of the funds they manage, several
corporations began
123
(C) that fees of investment officers be based on how the funds they manage perform, several corporations
have begun
(D) fees of investment officers to be based on the performance of the funds they manage, several
corporations have begun
(E) that investment officers' fees be based on the performance of the funds they manage, several
corporations began
is the construction based on how the funds they manage perform correct ? is it awkward ? what makes it awkward ? how do u define awkwardness

I think it's awkward because it changes the meaning of the sentence, it seems as if non living object fees perform something......

They can not refer to investment officers' and fees can not perform anything.
So, the construction is incorrect.

I think it's awkward because it changes the meaning of the sentence, it seems as if non living object fees perform something......
In C , its very clear that it's the funds that are performing

I guess the problem is with allow that.

The Idiom is allow X to do y.

I'm not sure whether allow can be used with the subjunctive.

czarczar, i am asking about the structure . of course you are right that the question requires an infinitive rather than a subjunctive

As per me there is nothing wrong with the structure on how the funds they manage perform in choice C.

Confused about usage of that.

Hi Pranay ,

You have marked they in Red .
Is it because here they refers to investment officers' fees ?
Also , D seems to be beter than C because D is more concise .

Is my understanding correct ?[/i]

In A, B and E, began is in the wrong tense. Since requires the present perfect tense: since 1986...several corporations HAVE BEGUN. Eliminate A, B and E.

In C, be based should not be in the subjunctive mood. The subjunctive mood is appropriate when an action is being requested or demanded -- not when it is being ALLOWED. The correct idiom here is allow X to Y. Eliminate C.

The correct answer is D.

In C, based on how the funds they manage perform might seem awkward, but we should look for less debatable reasons to eliminate answers.

Hi GmatGuruNY , Thanks for the help. I now have another doubt .
The act of beginning is a one time event .Its not a continuous event that has been going on since 1986 . So why is the present perfect required here .

The act of beginning need not be a one-time event; a process can be begun over time. Since 1986 implies that the process began in 1986 and that it might not yet be complete. Regardless, since 1986 requires the present perfect tense.

They does not have a proper antecedent. Ideally they should refer to investment officers but in all the options that have they marked in read possesive pronoun (investment officer's) is used.
