Choice B talks about the applications of the satellite; this is irrelevant

Choice E tells us that the satellites become outdated and costly to repair so replacing them with new satellites is far more easier. This weakens the conclusion that, astronauts carrying satellites must continue

The argument is that in order to have working satellites in orbit, astronauts must continue to go to orbit via space flights.

To weaken the argument we have to attack the assumption that astronauts must go to space.

E does this perfectly by saying that it is more cost effective to send new ones rather than fix older ones, thus weakening the argument.
