Total parking charges for 9 hours = 8 + 1.75*(9 - 2) = 8 + 1.75*7 = $20.25
Thus, average (arithmetic mean) cost per hour to park a car in the parking garage for 9 hours = $20.25/9 = $2.25

The correct answer: C

Cars spent total of 9 hours
First 2 hours = $8.00
Excess 7 hours = $1.75 * 7 = $12.25
Total cost = $12.25 + $8.00 = $20.25
$$Average\ \cos t\ per\ hour\ =\ \frac{$20.25}{9\ hrs}\ =\ $2.25\ per\ hour$$

Option C is the correct answer

8 + 1.75 x 7 = 8 + 12.25 = $20.25
