Let's take each statement one by one.

(1) No house on Kermit Lane is without a back yard.

Since 40 houses have back yards, and no house on Kermit Lane is without a back yard, there are 40 houses are on Kermit Lane. Sufficient.

(2) Each house on Kermit Lane that has a front porch does not have a front yard.

This implies that there are at least 20 + 20 = 40 flats. Since we have no information about how many flats that have either front yards or back yards have back yards, we cannot conclude on the number of flats. From this statement alone, we know

40 ≤ number of flats ≤ 80. No unique answer. Insufficient.

The correct answer: E
