since...."have began"....there is no incompatibility...the correst usage should be began...Hence I would go with B

You have to use the Present Perfect tense here since the action started
at a time in the past and continues to the present.

The correct verb-form to use here is "have begun"

That leaves us with choice C and D. C uses the subjunctive mood which
is incorrect (refer Manhattan guide for usage).

Hence D.

"they" in the "performance of the funds they manage" should refer to Investment officers. Here it doesn't do so. A case of possessive pronoun

The first part of the question itsels gives the ans.
It says dept of labor began to allow.............so the corporations began doing something else.
I general if a sentence starts in tense it should continue in the same tense...
