B. a phenomenon that is explained not just by the fact that drugs are becoming more expensive but also by the fact that doctors are writing

Which in option D/E refer back to prescription drugs which is not an active agent to occur. So these two options are out.
Use of appositives starting "a phenomenon .." explaining the paradox explained earlier is fine, now the construction here is not just X but also Y and XY should be parallel
A: not just because of ...but by...not parallel plus another hint of style by the fact that..
B: not just by the fact that...but also by the the fact that...looks parallel
C: not parallel, plus occurring is an ongoing action but dosctors have also written is present perfect....not parallel.
Charged up again to beat the beast :)

OA : B This question is from OG - 12 and the explanation given us as under :

A It is redundant and confusing to say that the phenomenon in question is explained . ..because of; the sentence structure is not parallel.

B Correct. This sentence correctly uses parallel structure.

C The phrasing drugs that are becoming and doctors having also written are awkward and confusing; the placement of also is incorrect.

D The structure of this sentence is not parallel.

E The placement of also is incorrect; the structure of the sentence is not parallel

Confused.

Doesn't the underline part modify "prescription drugs," not "the increase in spending," in which case none of the answer choices work?

Why is B the correct answer?

The year being referred to is 2000. So the statement might not be true for future years. How can we then have the option B use, " becoming" and "writing", both of which are the present continuous tense if I am not wrong!
