Apartments cant tower 100 feet over brownstne, it has to be towers towering brownstone units. moreover, we should use accentuates.

IMO C.

Eliminate B D - seemingly (adv) is changed to seeming (adj). seemingly younger-than-ever moneyed professionals is a noun phrase.
In choosing X instead of Y,Z have embraced ... that accentuates...
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

If in A, accentuates were there instead of accentuated, how would one decide between "by" and "in".

Please help.
