Finally reaching a decision on an issue that has long been politically charged in the Pacific Northwest, politicians decided to postpone by at least five years an ambitious plan to protect wild salmon and other endangered fish, instead of which they proposed a series of smaller steps, by which they intend to protect the fish.

I feel its more between A and B.
I will go with B
C: i feel we need to go with to protect rather than for protecting
And in B i feel intended is parallel to decided.
A: wordy and awkward.

IMO B
The use of 'and' in C could mean that both 'decision to postpone' and 'propose' are mutually exclusive whereas the two are actually related and it is stated in the latter part.
'to protect' is better than ' for protecting'.
I feel 'they' is unnecessary too.

Yup the OA is B.......I realise that B is correct because in order to show intentions one need to use "to + verb" and sentence is showing intentions of politicians

A could have been better if it would have been like this "instead of proposing" in place of "instead of which they proposed"

I am having doubt on one part in option B i.e of "comma + Fanboy" rule according to which part of the sentence after the comma should be a IC but if I see this part "proposing instead a series of smaller steps intended" then I don't think so this part is an IC..........can anyone clear my doubt on this??????

precisely sentence after comma should be an Independent clause..........I read somewhere about this comma + Fanboy rule

This is primarily a modifier question. The original structure of the sentence is as follows:

Finally reaching a decision..., politicians decided to do X, instead of which they proposed Y, by which they intend to do Z.

The last modifier, "instead of ..." is incorrect.

A better structure would be, "Finally reaching a decision..., politicians decided to do X, proposing instead Y intended to do Z.
Choice (B) fixes it with the correct structure.
Choice (C) is incorrect because it introduces "and instead", which is less precise and inconsistent with the author's original intent.
Choice (D) and (E) both suffer from an error in the first modifier, suggesting that "an ambitious plan" is what finally reached a decision.

But in option B we don't have FANBOY after comma. it is ,proposing . Also i believe this is a sort of causal relation.
Finally reaching......to postpone...to protect....,PROPOSING INSTEAD a series....
