Total number of residents is 10+20+30+20 = 80.
Half the number of residents is 1/2 * 80 = 40.
Take I first.
$33 can be paid by residents for whom upper limit is either 50, 100 or 300 which makes the total number as 30+20+10 = 60.
Since 60 > 40, I is one of the correct options.
Next consider II.
$48 can be paid by residents for whom upper limit is either 50, 100 or 300 and the total number is again 60.
Since 60 > 40, II is one of the right options.
Take III now.
$55 can be paid by those for whom upper limit is 100 or 300 and the total number is 20 + 10 = 30.
Since 30 < 40, III is ruled out.

The correct answer is hence I and II only.
