Would go with B. Past perfect doesn't make any sense over here..

The sentence says that san francisco mocked at the claim that los angles as world city and the latter has made this possible in twenty years.
If the sequence is in past as in this question one must be in past and the in past perfect.
"mocked","had made" is correct

Yes we do have two actions... So, one must be in the past and d oder in past perfect...
But the event of municipal making this boast a reality occurred after San Franciscans mocked the claim.....
So, we cant have the later part in past perfect...It would be fine to have the first part in past perfect but we cant change dat part as that has not been underlined...

So How can A be correct?

No doubt.two different tense forms are required here.

But as Adi Posted ..one must be in the past and d oder in past perfect...

OA A is correct. You and other people are seeing an issue because you didn't post proper sentence.

Proper sentence is as follows. You missed will in original sentence. Here will is not future tence, here will is guts or will power

Ok here what I think. Do not see 'will' as verb. 'municipal will' is noun here. 'twenty years' are before 1890. if you think like that then A makes complete sense.
