1. ---Have consistently recieved the labor's support.
2....have consistently recieved the support of labor.
3----have recieved consistently the support of labor.

consistently - adv. modifying received - verb, support-noun - object of the verb received.

yep 2 is fine, remember possessives are better for certain things only...so one says the poet's but dont prefer labor's chair's
