Just use the data given in the 2 statements. Even by substituting all data from 1 in equation generated by data from 2, you will end up with a term containing 2 unknowns. Thus the ratio of this year's revenue to that of last year depends on unknowns. Since there's no other way to get the ratio, the 2 statements are not sufficient.
