The thing to think about here is that it is the rocket and not the process of development of the rocket which will do the things mentioned in the sentence.

Hence A,B and C are eliminated.

In E 'can' is missing after space shuttle. Also "to cost less" is incorrect in the context

agree D is the best option for me too.. however doesn't D look awkward????

a comma before and at the end??

...can, and at a lower cost.

The construction of sentence in C is most appropriate, However the initial ;part of sentence changes the meaning hence C is rled out...
The next best option is D & E..
