Questions from GMAT Verbal Review 2nd edition by GMAC
Which of the following best completes the passage below?
At a recent conference on environment threats to North Sea, most participating countries favored uniform controls on quality of effluents whether or not specific environment damage could be attributed to a particular source of effluent. What must, of course, be shown, in order to avoid excessively restrictive controls, is that _____.
A. any uniform controls that are adopted are likely to be implemented without delay.
B. any substance to be made subject to controls can actually cause environmental damage.
C. the countries favoring uniform controls are those generating the largest quantities of effluents.
D. all of any given pollutant that is to be controlled actually reaches the North Sea at present.
E. environmental damage already inflicted on the North Sea is reversible.
How I attempted the question: I asked myself how can countries avoid excessive restrictions? I thought they could avoid them maybe by making sure that participating countries stick to the controls....i was nowhere near the right answer
After intense analysis, I understand why B is the right answer. But I also wanted input on how others would go about breaking down this question.
An additional question to the Gurus out there...I had trouble understanding this question. So in the passage the author says: "controls on the quality of effluents" what does he/she mean?!?!
