As the former chair of the planning board for 18 consecutive years and a board member for 28 years, Joan Philkill attended more than 400 meetings and reviewed more than 700 rezoning applications.
A. As the former
B. The former
C. Former
D. She was
E. As the

OA is E.

I chose E because former is not needed why? because the sentence after comma has used the past tense so former is automatically understood and hence unncessary. Please tell me if my reasoning is correct. IF not then why is A wrong and Why is E right.

I chose {E} based on meaning.

For Example:

As the captain of Indian Cricket Team, Sourav Ganguly captained more than 200 matches.

If we had used "former" then the meaning is impacted

OA is E

For 18 consecutive years, Joan was the FORMER chair.
Not the intended meaning.
When Joan attended meetings and reviewed rezoning applications, she must have been serving as the CURRENT chair of the planning board.
Eliminate A, B and C.

In D, two independent clauses (She was chair of the planning board and Joan attended more than 400 meetings) cannot be connected by a comma.
Eliminate D.

The correct answer is E.
