16. Retail sales rose 0.8 of 1 percent in August, intensifying expectations that personal spending in the July-September quarter more than doubled that of the 1.4 percent growth rate in personal spending
for the previous quarter.
(A) that personal spending in the July-September quarter more than doubled that of
(B) that personal spending in the July-September quarter would more than double
(C) of personal spending in the July-September quarter, that it more than doubled
(D) of personal spending in the July-September quarter more than doubling that of
(E) of personal spending in the July-September quarter, that it would more than double that of
OA:B
My reasoning for eliminating options
A, D ,and E was that we don't need "that of" phrase for comparison as we are not comparing personal spending of July-September quarter with personal spending of 1.4% .
Now I've eliminate D because of "that" .
First of all "that" is restrictive modifier, so it doesn't require COMMA before it and second that is referring to July-September quarter instead of referring to personal spending.
Is my reasoning correct?
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

Retail sales rose 0.8 of 1 percent in August, intensifying expectations....

Expectations refer to something that might happen in future.
We can eliminate A and C, because they refer to past tense.

of in C, D and E is distorting meaning.

E is too confusing and awkward

We are left with B

I picked
Bsince "Intensifying expectations" is a for the future so you cannot have a sentence stariting with of .. so that leaves us with A and B.

Of the two I chose B cause we are expecting so "would" makes a difference.
