(1) & (2) alone are insufficient

(1) gives the % of people who buy X, Y and X&Y
(2) gives the info about their overlap

Assume b people buy newspaper Y, then 7b buy newspaper X, .70b buy both X&Y.
only X: 7b - .7b = 6.3b
only Y: .3b
only X&Y: .70b

6.3b + .70b + .3b account for 73% of population.
