the answer has to be D. the prices on column b are all higher than the prices on column a.

no, the answer is b.

c is an obvious answer, so always be wary.

stem 1 = worthless

stem 2 = seems just as worthless, but actually shows that no matter what ratio in store b, a will always be cheaper.
