If one is able to finish quant in 60-65 mins, is it advisable to submit the last question only when the clock is about is run out? This will give him/her 10-15 mins extra minutes to relax before starting the next section.

Does GMAT penalise you for taking a lot of time on just one question?

Yes take your time and relax.. thr is no penalty for taking time on a question so don't worry about it.
