Only option D compares budget constraints correctly.

Remaining options compares budget constraints with spending freezes whih is wrong.

What is wrong with C?

In option C those refer to "spending freezes" which is wrong.Check the below sentence.

The budget constraints that caused state govt to impose spending freezes are similar to those(spending freezes)that many large municipalities imposed a decade ago.

budget constraints that caused ST to impose X are similar to X that many municipalities imposed.

to impose and imposed not parallel.

Now rephrase option D

The budget constraints that caused state govt to impose spending freezes are similar to those(budget constraints)that led many large municipalities to impose spending freezes a decade ago.

budget constraints that caused ST to impose X are similar to budget constraints that led many municipalities to impose X.

to impose is used in both.

Here budget constraints are compared correctly and parallel.

in C the comparison is distorted as the non underlined part says that the budget constraints caused state governments to impose spending freezes are similar to the those(budget constraints) imposed by many large municipalities a decade ago
in the first part of the comparison the budget constraints caused to impose where as in second part the budget constraints itself imposed.............wrong comparison
option D is correct
