One reason that the strength of the Patient Advocacy Association's argument cannot be evaluated is that:


Could anybody please explain the fundamental behind the above question... How is this a weaken question please help me understand...

the Hospital A gets the most sever cases, the severe patients has less chance to survive ; the mortality rate is hence highest, but the agency has not included this factor and maybe the other hospitals with low mortality rates are not taking care of the patients.

Mortality rate is given by no. of deaths by no. of patients in that hospital. Here, the author is assuming that there are same no. of total patients in different hospitals. So, D only attacks this assumption.

Everyone chose D (Me,too. D resolves the issue more directly, but I think the explanation for C is not clear.

(C) The Patient Advocacy Association has only cited the mortality rate in five departments of the hospitals.

What matters here should be "mortality rate" rather than "five departments". Only the mortality rate cannot stand for the care quality of a hospital => using mortality rate to assess quality is flawed
=> C is a viable answer
