{B} - InCORRECT; "is" is wrong.. we are talking about event in past.
{C} - INCORRECT; Meaning issue..
{D} - INCORRECT; "is" is wrong.. we are talking about event in past.

Right Answer.

But i am still struggling with the explanation.

A> "who tracked the different state populations" - it is modifying "wildlife research group". Should the modifier begin with "who"?

B> I am not convinced that it has tense problem. It could be that a person today is reporting a fact about 1985

C> may be awkward sounding but doesnt change the meaning. I dont see any grammatical error

Noo... it's not modifying Group.. it's similar to appositives.

b> Rosen, who is the manager of the wildlife research group at the National Wildlife Refuge in Jackson, Wyoming, tracks the different state populations.
--> We are referring to a past event of the year "1985".. "is" could have been correct if the sentence had stated a word "now"
who is "now" the manager of the wildlife
--> Rosen.....tracks the different state populations - Don't you see the awkwardness..
The sentence: In 1985, fewer than 1 million wild boars inhabited approximately 25 states, according to John Rosen.....tracks the different state populations.
INCORRECT

c> Rosen, the manager of the wildlife research group, who tracked the different state populations and was located in the National Wildlife Refuge in Jackson, Wyoming.
--> This choice is breaking the sentence into part.. "Rosen was the manager of wildlife research group" and "Rosen was located in Jackson"
This can mean.. Rosen was manager of Rosen group.. but was temporarily located in Jackson.
The original sentence says: Rosen is the manager of Research group in Jackson.
INCORRECT
