When studying the origin of written language, one should not overlook the demand for written law that developed at the same time as the organization of cities.

A. that developed at the same time as the organization of cities
B. that had developed at the same time as had the organization of cities
C. that developed at the same time as the organization of cities had
D. developing at the same time as the organization of cities did
E. developing at the same time as the organization of cities were

C. that developed at the same time as the organization of cities had .. again wrong comaprison of tenses. developed doesnot go with had..
D. developing at the same time as the organization of cities did... same problem...moreover .....that developed is better in this case

When studying the origin of written language, one should not overlook the demand for written law that developed at the same time as the organization of cities.

B. that had developed at the same time as had the organization of cities - It unneccessarily uses the past perfect.Past perfect should be used only when there are two actions done in past at different times.
C. that developed at the same time as the organization of cities had - Similarly, wrong comparision of tenses.
D. developing at the same time as the organization of cities did - wrong comparision of tenses..
E. developing at the same time as the organization of cities were-wrong comparision of tenses.

A - does not contain tense error.
But it can be better writtten as

"that developed at the same time as the organization of cities did."

Since, we dont have that choice, so out of all , the best option is A.
