Hi,
R1 is generally better.
Most of the b-schools are inclined to choose a higher % of students in round 1. This is because the candidates applying in R1 are required to give some kind of commitment (often a certain significant amount of money to be deposited) to the b-school. Hence, most of the candidates applying in R1 are considered more serious about the particular b-school.

Yeah I wish I can apply in R1 but my test score won't be ready by then. I heard you can submit in R1 without test score, but I also heard that your file isn't reviewed until it's complete with test scores, recommendations..etc. So it's pointless to apply in R1 unless your app is complete.
