B and C have tense issues. The eagle has made a comeback.So the proper tense should be present tense.The bald eagle, once endangered, has made such a dramatic comeback that the
government is considering removing them from the list of endangered species.
A. is considering removing them from the list of endangered species
B. had considered removing them from the endangered species list
C. considered removing it from the list of endangered species
D. is considering the removal of it from the list of endangered species
E. is considering removing the eagle from the list of endangered species
A has pronoun error.
"Removal of it" in D is awkward.
Hence IMO E.

i wud go wid "D".
in :e: - removing THE EAGLE, i think removing act as a adjectival form . whereas we need a noun here.

The answer is E and here is why:
A. WRONG "them" is ambiguous, is the government planning on removing the eagles or the government itself? (which would still be wrong since the correct word would be "themselves") or is the government trying to remove some other unmentioned antecedent?
B. WRONG "had" is the wrong tense. The sentence starts off with "has" which indicates present perfect tense. "Had" is past perfect. "Them" is still ambiguous.
C. WRONG "considered" is past, and "it' is ambiguous
D. WRONG "Considering the removal of" is wordy and is not as rhtorically constructive as possible, "it" is still ambiguous.
E. CORRECT Correct tense, and the eagle is clearly identified as the thing being considered for removal from the list.
