Well the clue is in the use of the word "price"..

The new drug is being sold for three times the price ..

three times the price of what?? This is the immediate question for comparing.

If we knew the name of the drug then we would have used that.. and the sentence would look like..(let's say the drug is Aspirin)

A new hair-growing drug is being sold for three times the price of aspirin.

Since we don't know the drug.. it's correct to say:

A new hair-growing drug is being sold for three times the price, per milligram, of what the drug’s maker charges for another product with the same active ingredient.
