General Idiom is: Cite XX as YY

BUT

if the XX has modifier that is long enough, then the idiom becomes "Cite as YY XX+ Modifier"

Example:

They cited the name of the boy as an example.

XX=The name of the boy.
YY=An example.

Again:

They have cited the name of the boy who have won the first prize from an international tournament held in the capital city of India as an example.

They have cited XX as YY.
--> There are five mile long of modifier between Xx and "as YY". This distorts to understand the original meaning of the sentence.

The revised version would be as follows:

They cited as an example the name of the boy who have won the first prize from an international tournament held in the capital city of India.

The same rule has been applied in this sentence.

And hence, answer is C. Cite as YY XX that.......
