DS Problem - Solution Please

I encountered this problem while taking the Princeton Review Practice Test. Any pointers to the solution will be appreciated. I cannot understand the explanation given by PR on this.

Q) At RW Press, the advertising rate, a, is inversely proportional to the productivity measure, b, which, in turn, is inversely proportional to the labor cost, c. Is the labor cost at least 200 when the productivity measure is at least 100?

(1) When c >= 100, b>= 50
(2) When c=100, a=100

It seems that statement 2 is sufficient to answer this question:-

As per the question we have given the following relationship:-
b= k/c (where k is a constant)

1) As per first statement k>= 5000 with this value of k we will not have c=200 when b=100 if K 5000 or otherwise (c =200 and b=100 when k=20000).
2) As per second statement k=100,000 and here we can say that c is not equal to 200 when b is 100.

So statement 2 is sufficient to answer.

I'm afraid the answer to this problem was A (1 alone is sufficient.)
I will get back with the detailed explanation from PR when I encounter that problem again.
