Consider the following two examples,
  • # x = 14 and y = 6 --> (x + |y|)/2 = 10
    # x = 24 and y = -4 --> (x + |y|)/2 = 14
Both of the above examples satisfy both the statements but average of x and |y| is different in both cases. Hence, both statements together is not sufficient.

The correct answer is E.
