P.S:How can we recognize parallelism in such cases?

I'd go with C.

The company proposed two things:

1- Installing
2- Digging

So I guess they should be parallel.

Logical components need to be parallel in structure

Like Arsene points out the company proposed 2 things that need to be parallel.

The key is identifying what goes with what, which can be be identified only by a careful understanding of the sentence and its structure.
