The Iranian government appears to be engaging in a practice often called deep packet inspection, which enables authorities to not only block communication but also to monitor it to gather information about individuals

a) but also to monitor it to gather information
b) but also monitor it to gather information

i am not sure wheter a) or b) to choose? i prefer a)

Choose B

To not only X but also Y

X and Y have to be parallel

In option A but also to [/b breaks parallelism.

to not only x but also to y

i thought that the second "to" is needed for parallelism?!

Not only X but also Y

For X and Y to be parallel, they should have the same form/structure. We cannot insert 'To' as in the example you have suggested below.

To not only X but also to Y

There is nothing between not only and X... so there should be nothing between but also and Y for maintaining parallelism.

So the sentence should say

not only to x but also to y - correct & maintains parallelism

or

To not only X but also Y - Correct....... here 'To' applies to both X and Y
