I assume that stat. (1) reads "9x > 10x". In which case, it is possible to isolate x by subtracting subtract 9x from both sides of the inequality (same as an equation), and get

9x-9x > 10x-9x
0 > x

And get that x is negative.

Thanks, but y does the question show 9x j 10x.....
This is a question form Gmat prep test..... have got a lot of like them.
