What is the tens digit of the positive integer r?

(1) The tens digit of r/10 is 3.

(2) The hundreds digit of 10r is 6.

"B" is the correct answer. How are you supposed to approach this problem?

Lets understand the basic a bit. Let us take a number (r =512). We want to find the tenth digit (i.e. 1 here).
When you divide r by 10, what is the ten's digit (of 51.2)? 5 (which was the hundred's digit)
The hundreds digit of 10r (which is 5120) is 1. (That was the tenth digit of our chosen number -> so we could find it).

Statement 1:
Insufficient (As explained above)

Statement 2 :
Sufficient (As explained above)

Hence answer is B.
