Eliminated B over E coz that is introducing the reason y ppl are evicted , we already know they are evicted so we dnt need an essential modifier "that " here . Also for the reason stated by HSPA .

Can u tell me that in Op D if we replace CAN and place COULD is it gonna be a correct choice???

I'm sorry, but i didn't find this reasoning convincing....because even if we use "FOR WHICH" and "BECAUSE", in that case also, we are actually explaining the reason that why people were evicted from homes....
