Option A- we have 2 independent clauses, because of semi-colon, therefore "and" should not be used after semi-colon to introduce subordinate clause
Option B - semi-colon used, the 2nd independent clause i.e. " in 1984 the figure was forty-four percent" is grammatically correct.
Option C - comma + coordinating conjunction i.e. "and" introduces independent clause, whereas in this case it is just introducing subordinate clause
Option D - wordy, and outright wrong.
Option E - "that" always refers to the word that it precedes, hence "that" here is referring to "income", changes the meaning, it is not the income that rose but the mortgage payments.
Option B - semi-colon used, the 2nd independent clause i.e. " in 1984 the figure was forty-four percent" is grammatically correct.
