The announced relocation of the hospital has been welcome news for the city whose economic growth has been stagnant for the past several years.

1) Can we use WHOSE instead of WHERE in this sentence ?

2) Is it a run-on sentence ? If so, why ?

Whose vs Where

Whose - possessive form of who

Who is used to refer to group of people or people. e.g company, committee, etc.
If we can use it for a company, I think we can also use it for the city.

Run on sentence ?

The announced relocation of the hospital has been welcome news for the city, and whose economic growth has been stagnant for the past several years.

if we follow the above structure we dont know what "whose" is referring to : hospital or city.

If we dont make it into an independent clause, "whose" correctly refers to city, coz "whose" refers to the immediate noun preceding it.

Any thoughts.
