IMO Ans is (E)

Stmt 1 alone is not sufficient as it talks only about p
Stmt 2 is not sufficient as it talks only about q.

Stmt 1 and 2 together may give some information, but there can be different cases such as

p>q, when p=0.45 and q=0.4
p<q, when p=0.2 and q=0.45
p=q, when p=0.45 and q=0.45.

Since we do not have a unique answer, both stmts together are not sufficient.

Hence Ans is E
