Is it A. They refers to the rural migrant workers.
But I am not sure why D is wrong..

or
"in assessing the problems"?

A vs D

I feel (please provide a better explanation)...

In assessing is a verb and doesn't modify the question properly
In an assesment is a noun and modifies the question.

d is the correct answer as...........

in assesment actually modify the subject of the main clause ie. the question

while, in option A in assessing can not modify the sub ( the question), as it appears to modify the person who is assesing the issue.
