The modifier beginning with JUST AS switches positions in options B and C. When modifiers change position, you should be on the lookout for MEANING changes.

If JUST AS comes after PREDICTED, it's modifying the way in which analysts predicted: "analysts predicted, just as other people predicted..."

We want the idea that "growth of democracy generally follows industrial growth" to modify the idea that "analysts predict that democratic institutions will soon flourish in China." Therefore, the correct placement of the modifier is after THAT, rather than PREDICTED.
