In B, it (singular) does not agree with costs (plural).
Eliminate B.

C: Employment costs rose...less than they were
Here, an ACTION (rose) is illogically compared to a STATE-OF-BEING (were).
Eliminate C.

lower is an ADJECTIVE.
It must serve to modify a NOUN.
D and E: Employment costs rose...lower
Here, lower (adjective) cannot serve to modify rose (verb).
Eliminate D and E.

OA: Employment costs rose...less than they did.
Here, less is an ADVERB serving to express HOW employment costs ROSE.
did is standing in for the antecedent verb rose.
Conveyed comparison:
Employment costs rose less in the 12 months that ended in September than they rose in the year that ended in the previous quarter.
