These options imply that the POWER was unlike OTHER MAYAN CITIES -- an illogical comparison.
Eliminate A, B and C.

John SEEMS TO HAVE WON the game.
To express WHAT WE SURMISE ABOUT A PAST EVENT in terms of the verb seem, the correct structure is SEEMS + TO + HAVE + VERBed.

A & B : have preposition mismatch (its is pointing to the noun 'commercial power' and not to Cancun)
C : the correct use should be 'the commercial power of Cancun throughout ...'
D : 'which' points to 'the highlands' (a plural subject); so correct use should be "which were..."
E : correct
